Robert has studied general economics and obtained his doctorate with a thesis on globalisation. He has previously worked as project manager at the Netherlands Court of Audit (Algemene Rekenkamer).

At the WRR he participated in the Innovation renewed project, directed the Development cooperation project group, directed the project group that wrote the report Towards a learning economy and participated in the project group responsible for the publication How unequal is The Netherlands?. He currently participates in the project group The Future of work.
