Although disasters have always taken place, the way that they are handled differs between countries. Whereas some countries have structural statutory regulations in place for the financial compensation of victims, others work with ad hoc provisions. A previous international comparison in 2006 showed that the situation in the Netherlands was falling behind that within other countries in a number of areas.
